経済社会を,製造業,非製造業,政府セクター,消費者,外国などの諸部門の活動が相互依存的に営まれている生態系と見なし,この生態系が技術の高度化という動きの中でどのようなふるまいを見せるのかを検討しようとした。その中でも特に,技術の高度化が企業行動や経営戦略にどのような影響を及ぼしてきているのかを解明しようとした。そのため,従来は技術の高度化に対して,日本の製造企業がどのような対応を行ってきたのか,またアメリカの製造企業はどうかなどを調査してきたが,今年は,非製造企業に焦点をあて,それらの企業が技術の進展に対してどのように対処してきているのかを明らかにしようと試みた。非製造業企業は,自社内部で技術革新を生み出すことは多くないにしても,情報技術をはじめとして,様々の先進技術を積極的に使いこなしてきていると言う特徴がある。また,技術の革新ではなく,システムの創造,従業員のノウハウの蓄積,制度の開発などを通じて,競争優位を作り出して来ていると言う特徴も持つが,これらの点を考慮して,「非製造業におけるサービス改善と新サービス開発のマネジメントに関する質問調査票」と題する質問票をデザインし,日本の非製造業に属する代表的な企業250社(商社30社・流通20社・金融27社・証券15社・保険13社・不動産11社・運輸38社・倉庫6社・マスコミ5社・電力9社・ガス9社・サービス50社,商業・量販店・外食17社)に質問票を送付し回答を依頼した。その結果,65社から回答を得たが,今年は,この質問票データの分析を通じて,非製造業企業の「技術開発」の特徴を明らかにすることを試みた。
