本年度は、イシュー横断的な協調の形成の要因についての分析視角の確立のための研究と事例(エイズ治療薬をめぐる国際的協議が、WTOにおける一定条件の下での治療薬のコピー薬製造を許容するという合意形成)の背景を明らかにするための資料収集を並行して行った。第一に理論的検討であるが、従来の研究の多くが用いている分析枠組みの不十分性(イシュー特定的な分析枠組みの採用、国際的な協調における国際公共財(国家中心的)という概念の暗黙の想定)に検討を加えた。また、国家のみを合意形成の主体ととらえる見方は、経済関連分野での合意形成の要因を明らかにするには不十分であり、その点において非国家的主体(主として企業)がどのように合意形成に影響を与えているのかについて検討した。第二の事例についての資料収集であるが、二次資料はほぼ収集して検討を加えた。二次資料については、WTO及び知的所有権という観点からの法学の分野での研究がほとんどであり、国際政治学からの検討はほとんど存在しない。また、製薬会社の薬品開発と知的所有権との関連についての経済学検討が散見されるだけであり、事例の重要性にもかかわらず国際政治学的な検討は進んでいないことが判明した。このような状況は、経済のグローバル化が進むにつれて増加しているイシュー横断的な問題について、従来のイシュー特定的な事例を中心とした、国家中心的な分析枠組みが対応していないことを示すものであることが分かった。
