本研究の課題「21世紀におけるわが国の平和構想力と国民意識の醸成-国際社会における創造的平和構築への積極的関与と環境整備」は、単年度の企画調査である。本研究の目的意識からすれば、国際社会の平和創造に、ある国家及びその社会がどのように寄与しうるかは、平和にかかわる当該国家の国民意識によるところが大であると思われる。そこで、各国の平和にかかわる国民意識の比較検討をドイツ及びスウェーデンとの共同研究を通じておこない、国際社会の創造的平和を構築するために求められるわが国の国民の平和意識のありようを検討する道筋を企画し、その実施に向けた立案を行うことを本研究の課題とした。得られた成果:1.本研究の企画立案及びその実施に向けて後述の研究者、すなわち、スウェーデンに関して、心理防衛庁専門調査官、スチュッツ氏及びヨーテボリ大学平和・開発学部、エリクソン博士、またドイツに関しては、ハーゲン通信大学・シュミット教授、オスナブリュック大学・マサラート教授の協力が得られることになった。2.国民意識の比較検討の手段として3ヶ国共通の質問項目を含む共同のアンケート調査を実施する。共通の項目として、スウェーデン心理防衛庁が毎年実施している、安全保障(防衛)及び平和に関する国民意識の動向についての世論調査の質問項目を取捨選択し、作成すること、またドイツ及び日本については、それぞれの固有な問題に関わる質問に関しては、上記の共通な項目に付加してこれを行う。質問項目は、約30前後とし、それぞれが自国の調査機関に委託しこれを行うこととした。3.日本におけるアンケート実施については、北海道新聞情報研究所との協議の結果、同研究所を窓口としこれを行う方向で検討する。
