项目摘要

本研究は、高齢社会を迎え、災害時における高齢者のための援助体制づくりが重要であり、そのためには「地域防災力」の向上が不可避であるとの視点より展開した研究であり、結果を以下のように要約できる。第一に、援助体制のモデルを「常設型」「転用型」「拡張型」「創発型」とし、全国の先進地では情報システムづくりが「常設型」を中心に展開されており、転用・拡張・創発へ移行するための条件づくりが重要であることを指摘している。第二に、地域防災力のキィパ-ソンとして「民生児童委員」を取り上げ、現状の役割と地域活動形態の欠損状態を明らかにした。その結果、災害時における寝たきり高齢者の搬出や救護訓練、近隣との話し合いが日常的に行われることが必要であることが確認された。第三に、高齢者の状態像からみた災害時に機能する人・物関係、地域防災力の欠如状態を「寝たきり高齢者」「一人暮らし高齢者」の要援護高齢者を対象に調査・分析した。その結果、「寝たきり高齢者」は援助を同居家族に約8割期待し、「近所の人」「知人・友人」への期待は低い。しかし、昼間、家族の就労形態によっては災害時・緊急時に一人暮らしになる高齢者や介護能力が極端に減少する高齢者も存在し、「常設型」から転用・拡張型へと転開できる近所の人・民生児童委員を中心とした地域的な安全確認システムづくりが必要であること、また「一人暮らし高齢者」では、災害時の援助を期待する人に「近所の人」が約3割、「別居の家族・親戚」への期待が約7〜8割占め、緊急時や即応時には機能しない人的関係に依存している姿が表われている。以上から、「寝たきり高齢者」では家族・地域住民の昼間・夜間における生活構造から対応できる家族・地域条件の検討、「一人暮らし高齢者」では、近隣住民を中心とした安全確認システムの援助体制づくりが重要であることが明らかになった。
