いくつかの都市では、近代化により軟弱性、低湿性の土地にも開発が進み、安定性欠如の土地利用問題が起こっている。そのため、土地情報の収集や、情報管理システム、それを構成する土地利用デ-タベ-ス構築などが、重要な検討項目となっている。本研究では、このような観点から、次のような問題点について検対する方法について考え、実証的な研究を通して、それらの方法論の適用可能性を考察した。(1)近代化による土地利用変化と地域の安定性の相互関連性を動学的に把握するためのシステムモデルの構築(2)地理情報としてグリッドデ-タをベ-スにした、自然環境要因と、社会環境要因のあいまい結合による関係システムの構築と、具体的ケ-ススタディの検計(3)地理情報システム(GIS)による土地利用評価に関連する自然環境要因、社会環境要因の知識情報の収集とデ-タベ-スの作成およびその利用方法の検討のためのパイロットモデルの構築。その検討結果は、次のようにまとめられる。(1)土地利用状態は、その当時の地域安定性,基盤整備の重点政第等などとの関係性が極めて高い。その相互関連性を再現性、後方積分型を導入した動学システムモデルで検討できた。(2)自然環境要因、および社会環境要因を含む土地利用要因は、地域に及ぼす様々な環境インパクトに対する脆弱性や低抗性に関係する。ここでは、洪水による水害危険性の評価を、それら土地利用要因との自己組識化モデル(ニュ-ラルネットワ-クモデル)によって弾力的に表現できることを確めた。(3)土地利用情報デ-タベ-スを地理情報として作成することは、地域、都市問題を検討する上で重要である。ここでは、地域のアクセスの問題と、地城住民、特に高齢者の病院利用可能性について適用し、有効性を確めた。
