今年度は、本プロジェクトの発足年であるので、まず、プロジェクトを推進していく上で必要となる情報処理環境の整備に力点を置いた。コンピュ-タ-については、HPワ-クステ-ション(UNI×対応)とIBMーPCコンパチ機を導入し、各種デ-タの解析が容易にできる体制を整備した。デ-タベ-スの面では、一橋大学経済研究所が推計した「長期経済統計」について、同研究所の協力を得て、同研究所のデ-タベ-スへのアクセスが可能となった。一方、海外デ-タについては、世銀、OECD等、フロッピ-ディスクの形態で提供されるものについては、入手を終え、統計書の形態のみで提供されているものについては、順次入力を進めている。今年度の分析面の検討課題である「先端産業」の位置づけについては、二つの面から検討を行った。一つは科学技術史の観点からの検討である。Girifalcoは技術変化のプロセスを発見、革新、波及の三つの局面に分解してとらえることを提唱したが、こうした考え方を踏まえて、既成の科学技術史関連の年表について比較対照した。その結果、一つの科学技術上の発見についても、それを歴史上のどの時点に位置づけるか見方が分かれていることが明らかになった。もう一つは経済政策史の観点からの検討である。わが国の戦後の産業政策、経済政策の中でどのような産業がタ-ゲット・インダストリ-として位置づけられ、それがどのように変遷してきたかについて、経済計画、産構審の報告等の資料をもとに検討を加えた。それによって、わが国において「先端産業」と考えられる産業がダイナミックに変化してきたことが示された。今後は、以上の検討を踏まえて、技術変化のモデル化、内生化に取り組むこととしている。
