欧米では1960年代後半より国民の意識変化が起こり、物質的な豊かさよりもむしろ生活の質を重視するひとびとが増えてきたことが、これまでR.イングルハ-トらによって指摘されてきた。ただし、ここで注意しなければならないのは、各国共通の意識の変化があったのは事実としても、政治の舞台あるいは政治過程におけるその発現の仕方は、個々の国の政治制度に媒介される結果、きわめて多様な形態をとりうる点である。このような文脈でアメリカの環境保護政策をめぐる政治過程をみると、次のような点が注目に値しよう。第一に、いくつかの欧米国では、緑の党が運動の支柱となっているが、アメリカでは、小選挙区制の下で二大政党が圧倒的な強さを誇っているため、このような第三政党が誕生する可能性はほとんど皆無といわざるをえない。第二に、西ヨ-ロッパ諸国では、社会民主主義政党が政権を担当するだけの力を十分もっており、これらの政党が環境保護に積極的姿勢を示すことが多い。ところが、伝統的に社会主義勢力が弱体なアメリカでは、このような政党が存在していない。第三に、しかしながら、アメリカの二大政党は党内規律が非常に弱いために、議会での法案採決で、議員が党の意向に背いて独自の行動をとる余地が残り、その結果、環境保護団体や運動が議員に個別に接触し、議会での投票行動に影響を与える可能性が存在している。第四に、しかしアメリカの環境保護運動は、議会における支持、裁判所の判例、官僚制のあり方、マスコミの支持など、政治制度の重要な諸側面を検討すると、運動の政治的な影響力は実は相当強いと思われる。そして第五に、環境保護運動自体、会員数や財政といった規模や政治的影響力の点で、西ヨ-ロッパ諸国に匹敵するか、あるいはそれを凌駕するほど、確固たる力を獲得するに至っている。本初団の研究は、これらの点について、具体的な法案に即しながら、比較政治的かつ実証的な分析を行った。
