项目摘要

ごみ有料化によるごみ減量の実態を全国規模で科学的に解析すると共に、住民の意識調査を行い、有料化に対する市民の反応や行動を明らかにする目的で本研究を行った。1.全国の94自治体に対して有料ごみ袋使用の実施概要および減量調査を行った。79自治体から回答があったが、ごみ袋有料化といいながら袋原価に近い値段で市民に頒布している自治体や、無料で袋を配布し一定の枚数を超えたときに有料化する自治体など多様な形態があった。2.10市町村で詳細なごみ量調査と市民意識調査を行った。いずれの自治体のおいても家庭系可燃ごみ量が減量しており平均21%の減量率であった。しかし、その減量は約2年間で収束する。一方、家庭系不燃ごみの平均減量率は15%であった。3.住民は主として堆肥化や焼却によってごみ減量を行っており、北海道の場合と同じであった。資源回収による減量も伺われるが、有料化時にはすでに高い資源回収参加率を示しており、資源回収の増加によってごみ減量が大きく前進したとは思われなかった。4.住民のごみ有料化に対する受容度は高く、減量を達成した住民ほど賛成する割合が高い。5.住民は当初、金銭的な動機でごみ減量を開始するが、定着するにつれてごみ問題や環境問題への関心が高まり、ごみ減量の意識が市民に定着したことが伺われた。
