(1)家庭系ごみの処理システム評価プログラム作成プログラムの特徴は、(1)ごみの発生から中間処理残渣の最終処分までの、ごみ処理のすべてをカバーしている。(2)特に、ごみの発生・分別・資源化は、以降のごみ処理を大きく左右するが、筆者らがこれまでに行った研究が大いに生かされている。(3)ごみ処理は多くの処理プロセスからなるが、システム評価のためそれらの膨大なデータを集積し、「可燃ごみは焼却、堆肥化、ごみ燃料化が処理選択肢としてある」といった専門家の知識を取り入れたエキスパートシステムである。(4)システムの諸数値はデフォルトとして与え、ユーザーは「ごみをどのように分別するか、その各々をどう処理するか」といった意志決定を行うだけで、すぐにその評価を知ることができる。(5)容器包装ごみ回収、大型家電製品の回収の効果など、今後考えうる施策の評価もできる。(6)物質収支、コスト、エネルギー、環境リスクにより、ごみ処理を多元的に評価することができる。今年度は物質収支を評価する段階までのプログラムをVisual Basicで作成した。データの収集は現在も行っているが、次年度はコスト、エネルギー、リスクに関するデータを文献調査、アンケート調査によって収集し、プログラムを完成する。(2)事業系のごみの流れの把握事業系ごみの量は家庭系のごみ以上に多いが、発生源の多用さのため流れの把握が難しい。そこで、(1)札幌市が処理している事業系ごみの事業所分類ごとの発生量と組成を、東京都の調査を基に推定した。(2)ごみの持つポテンシャルとして、家庭系ごみと合わせた一般廃棄物の焼却によるエネルギー発生量、焼却灰を溶融した場合のスラグ発生量、厨芥の堆肥化による堆肥化量を推定した。(3)厨芥、プラスチックなどの資源化シナリオを設定し、焼却、埋立に対する影響を評価した。
