中国革命において、軍は重要な役割を果たした。しかし、政治における軍の役割の分析は、いまだに充分ではない。そこで実態分析もさることながら、理論的理解の面を中心に分析を進めた。1.発展途上国の軍隊を見ると、軍組織の地方による分散性が強く、そのために自立的な経済活動が行われ、また地方行政への介入が行われてきた。さらに軍人は教育を受けたエリートとしての性格も持っている。政治システムが未熟な発展途上国においては軍の政治介入が広範囲にみられ、さらに政治統合が不完全な場合には軍閥化現象さえも発生する。中国における軍の性格も基本的にはこの例外ではない。2.政治学の理論において政軍関係は次のように考えられてきた。(1)「プロフェッショナリズム」が軍のあるべき姿であり、政治的には中立であること、またこの軍を動かす「将校団」が重要である。(2)政治介入の程度はその国の政治文化によって決定される。(3)軍は国家の近代化に貢献するが、軍の持つ性格がその役割に制約を与える。(4)軍の団体性が肥大した場合はプリ-トリアニズム(軍閥化)に変質する。3.20世紀前半までの中国の政軍関係においては、将校団の形成が困難であった。また共産党軍は、将校団を必要としない軍隊であったとの指摘も行われている。4.現在の中国人民解放軍においては、プロフェッショナル化が確実に進んでいる。しかし、政治統合が不安定になった場合にはプリ-トリアニズムに転化しないという保障はない。今後の研究では、人民解放軍がどのようにプロフェッショナル化をはかってきたのかを、軍の教育機関などの調査を通して分析していきたい。
