研究期間の最終年度であるため、改革・開放期の中国人民解放軍について分析を行った。中央・地方関係を視点においた、同時期の軍の特徴は次のとおりである。1.党軍関係の基本構造は変わっていない。政治委員は伝統的に軍事指揮員より強い権限を持ち、軍内党員も構成員の20〜30%を占めている。また、党中央委員会における軍関係者の割合も約20%を占め、軍の政治に対する発言力の強さも表している。97年国防法は、依然として軍を指揮するものは共産党であるとした。2.中央軍事委員会の機能の強化と地方軍区に対するコントロール強化が進んでいる。近代化の要請、規律の引き締めに対応して、98年には中央軍委に総装備部が新設された。地方軍区は85年に7大軍区に改編され、同時に35歩兵軍を24合成集団軍に改編した。合成集団軍を大軍区の主兵力として中央への統合化を進め、かつての地方軍であった省級軍区の地位は大幅に低下している。3.対外開放政策の影響下にすすんだ、軍の経済活動の行き過ぎを是正する試みが、93年よりなされている。しかしこれは、軍財政の一部を支えていたために抵抗も大きく、このコントロールがうまくいくか否かが、中央政府の軍に対する指導力の程度を評価する指標となろう。将校達の教育水準の向上、近代戦に対応するための軍の編成、最新装備の購入などによって、軍の近代化、統合化は確実に進んでいる。ただしこの近代化の目的は、主として戦闘の合理的遂行のためであり、現状ではまだ政治に対して中立的な立場に立つことを考慮してはいない。党軍としての性格は未だ連続性を保っており、この性格を持ち続ける限り、政治に対して強い影響力を示し続けることになろう。
