織は、昨年度の文献調査に引き続き、米国大学研究機関のEHS(環境健康安全)プログラムの2つの事例として、ハーバード大学とMIT(マサチューセッツ工科大学)のプログラム概要と運営について詳細・追跡調査を行なった上で両大学のEHSプログラムのアプローチの違いの分析を行った。MITの分権・分散型タイプに対して、ハーバード大学は中央集中・集権型タイプという大学の組織上の違いがあるものの、両大学ともに、厳しくなる環境政策執行に対応するために、一般安全管理・生物学的安全管理・化学物質管理・放射性物質管理・廃棄物管理のそれぞれの問題に対して、組織、訓練・教育体制、学内外のコミュニケーション手法の確立に時間とコストをかけている。プログラムを組織した歴史的・法的背景(EPAやOSHAとの関係)、意思決定方法と運営実態、広報や伝達を含むリスクコミュニケーション手法、(ウェブサイトなどを含む)トレーニングプログラム、地域NGOとの協力体制などは、我が国の大学研究機関がEHSプログラムを導入する際にも参考となるものである。早瀬は、米国の労働安全衛生法の概要及びその施行を担当する安全衛生庁(OSHA)の活動に着目した。特に、今後業態やリスクのシナリオ及び形態が多様化する中で従来の一律の規制及び監督による法制度の施行はますます困難となることが予想される。従って、事業者の自主的な労働安全衛生管理を推進するという視点からの事業者「支援」のための取り組みに重点を置き、その施策の要点を考察した。吉川は、リスク・コミュニケーションにおけるコミュニケーション技術の検討をさらに進めた。また、化学物質のリスク・コミュニケーションツールとして開発していたゲームの普及をワークショップで行うなど、成果の社会への還元に努めた。こうした手法の開発は、大学における安全教育の普及においても、寄与するものであると考えられるから、今後このようなツールのいっそうの開発および普及活動に努める予定である。
