2022年度は、2020～2021年度に引き続いて、新型コロナウイルスによる影響が主に研究の面で残された。それゆえ、本研究を当初の計画通りに完了することは困難であった。しかしそのような状況においても、本研究を以下の2本の柱でできる限り着実に遂行した。第1の柱は、J. S. ミルの著書『経済学原理』（第1版1848年、第7版1871年）について、植民が特に論じられている第2編（分配論）の全体像を明らかにすることである。この編においてミルは、経済学の当面の主題を私有財産制に絞った。そして私有財産制の特徴を明らかにし、富の分配を直接的に要求しうる階級が1～3つであると述べ、富の分配を決定する要因には「競争」と「慣習」の2つがありうると主張した。その上で、1～2階級の慣習分配と2～3階級の競争分配に属する計5種類の代表的な私有財産制に、それぞれ光が当てられた。これらのうちで主に3階級の競争分配の私有財産制という限定された前提の下で、過剰人口とそれがもたらす低い実質賃金率を撲滅する手段――個人の選好を変更する手段――の1つとして、植民政策が位置付けられていた。第2の柱は、ミルの著書『代議制統治論』（第1版1861年）について、草稿資料（1860年頃）の分析に基づいて英語論文を執筆することである。本研究では2021年度までに、『代議制統治論』の草稿資料と第1版の該当箇所との異同をすべて記した資料を完成させ、その分析を進めてきた。それによって、『代議制統治論』の中で相対的に注目されにくい箇所（第16～18章の対外政策論）を、ミルは他の箇所と比べても大幅に増補していたということ、さらにその中でもミルは、ブリテンによる植民地などの統治に関連する箇所を重点的に増補していたということが明らかにされた。2022年度には、こうした成果を英語論文にまとめる作業を進めた。
