项目摘要

本研究は、1955~75年頃の東京都の学童保育制度の形成過程を明らかにし、そのことを通じて、1997年の国の法制化以降、学童保育をはじめ「子どもの放課後」に関わる制度・政策をめぐってなされている議論に対して一つの回答を提示することをを目的としている。本年度は、対象となる時代の東京都の学童保育制度・政策、実践、運動に関わる一次・二次資料の収集に注力し、次年度以降の基礎的作業として、1950年代半ばから70年代半ばの東京都の学童保育制度・政策及び運動の展開を概括する作業を行った。得られた知見は以下の通りである。学童保育は戦後1950年代に、父母らがその必要性に迫られて始めた共同保育を出発点とし、各自治体の施策の下に進められてきた。中でも東京都は、全国に先駆け、70年代には児童福祉法に基づく公立の福祉事業として学童保育を位置づけ、制度を徐々に整備していった。国に先駆け、75年頃には全国でも参照されモデルとなる制度を構築していたと言える。具体的には、(1)学童保育を「保育に欠ける」小学校低学年児童を対象とする福祉事業とし、「児童館事業の一環」として位置づけ、(2)学童保育の指導員を、専門的役割を持つ「児童厚生」職で正規職員化する、という形であった。また、制度形成過程においては、①学童保育の事業位置づけや役割・機能、②児童館との関係、の大きく2つが論点となった。②については、①の問題とともに、指導員の位置づけ・役割に関わる問題も内包していた。
