项目摘要

全国規模のアンケート調査結果をもとに、前年に行った第三者継承と独立就農との比較で析出された第三者継承の就農時における優位性の実態を明らかにするために、北海道水田地帯での第三者継承のケーススタディを行った。当該事例は約20haの水稲を中心としてソバ・大豆を作付けているが、経営継承に際して、移譲後の所得確保に配慮して、移譲農家が収益性の高い施設園芸作（花き）を新たに導入する等している。このことから、第三者継承では技術習得や譲渡資産価格の面にとどまらない、継承者の経営成長の円滑化させる幅広い対応が継承プロセスにおいて取リ得ることが示された。また、近隣の独立就農者同士がグループを作り共同販売、技術支援に取り組む独立就農者への継続調査の結果を分析した。グループ活動が特に経済面や経営者能力面で就農直後の経営成長を後押ししていることが明らかになる一方で、経営確立後にはグループの活動方針・内容と個々の独立就農者の経営展開にミスマッチが生じる可能性があることが認められた。経営成長意欲の高い者については、グループ外の新規参入者との交流を行っており、新たなネットワークづくりと持続的な経営成長との関係性が示唆された。新規参入者の持続的な経営成長と新たなネットワークの形成について、農業者向けの研修カリキュラムの実態調査と整理を行った。研修では広域から多様な部門の農業者（修吾数年を経過した新規参入者を含む）が受講者として集められており、研修を通じた受講者のネットワーク化が企図されていることが明らかになった。このことから、新規参入者の経営成長段階に応じたネットワーク形成の必要性が考えられ、就農直後の初期段階には狭域・同一部門の、経営確立後の段階では広域・多様な部門のネットワークが持続的な経営成長に有効であると推察される。
