本研究は、ハリケーンサンディの被災から10年が経過する米国NY市を対象に、復興・減災投資が社会脆弱性・地域復元力に与えた影響を探り、居住性・公平性・回復力・経済的活力のある地域形成のあり方を探ることを目的としている。この際、復興・減災投資を、①不動産の買い上げと土地利用対策や、②住宅のかさ上げ支援、③洪水ハザードマップと洪水保険制度（空間の再編成に対する対策）、および、④デザイン過程の参加事業、⑤気候変動適応策・イニシアチブ（行政構造や利害関係者の意識への対策）と定義する。5年度にわたり実施する本研究の第1年目は、研究立ち上げの段階として、①研究枠組みの再確認と、脆弱性や回復力に関する先行研究の整理やNY市における復興・減災投資に関係する行政資料の収集、および、②国際共同研究者と研究目的の共有・準備の開始を目的とした。特に、NY市域の空間における脆弱性の評価を行うために、社会的脆弱性の定義の検討を開始し、先行研究の整理と、NY市で実践されている復興・減災投資の現状について、資料の収集を開始した。また、2022年11月には、国際共同研究者らとの会議のためNY市に赴き、社会脆弱性の再定義に関する議論と不動産価格の変容解析のための必要データの種類や入手方法について調査・検討を行った。

This study aims to explore the impact of disaster mitigation on urban development, recovery, investment in disaster reduction, social vulnerability, regional resilience, habitability, equity, resilience, and economic vitality over the past 10 years. Investment in international, recovery and disaster reduction,(1) purchase of real estate, land use policy,(2) housing development support,(3) flood protection and flood protection system (spatial reorganization policy),(4) participation in environmental protection process,(5) climate change policy,(6) definition of environmental protection (administrative structure, stakeholder awareness policy). In the first year of this study, the objectives of the study are: (1) revalidation of the study group, vulnerability and resilience,(2) collation of the prior study,(3) collection of administrative data on the relationship between recovery and disaster reduction investment in New York City,(4) sharing of the objectives of the international co-investigator study, and (5) initiation of the objectives. In particular, New York City spatial vulnerability assessment, discussion of social vulnerability definition, collation of pilot studies, New York City implementation of recovery and disaster reduction investment status, data collection began. In November 2022, the international co-researchers held a meeting in New York City to discuss the redefinition of social vulnerability and the necessary types of content analysis of real estate.
