中国では,郷鎮企業,外資系企業など非国有経済の勃興を原動力とする経済の急成長が遂げられている一方,地域間の不均衡成長およびそれに起因する地域格差の拡大は,内陸地域と沿海地域,あるいは中央と地方との間にある種の緊張関係を乗じさせ,経済の持続的発展などに負の影響を及ぼしている。本研究では,郷鎮企業の地域的不均衡成長を地域格差と結びつけ,郷鎮企業の不均衡成長と地域格差の実態と推移を統計資料の解析を通じて明らかにし,不均衡成長のメカニズムについて計量経済学的分析でその解明を試みることを主な目的としたが,研究作業が以下のように進められた。第1。郷鎮企業ならびに地域格差に関する様々な統計資料と文献の収集を継続する一方,ミクロレベル(上海農村など)の統計資料などを中国訪問調査の際(6月,11月と12月)集めた。それらの統計資料のデータベース化が引き続き行われた。第2。データベースを解析し,郷鎮企業の地域的不均衡成長の実態と推移を解明し,不均衡成長のメカニズムを計量的に検討する作業は進行中であり,研究成果の一部が論文などで発表された。第3。中国における地域格差が主として農村の非農業セクター(郷鎮企業)の成長状況により規定されることは以上の実証分析で明らかになった。また,格差の拡大を阻止するためには内陸地域に対する財政的支援が必要であると同時に,内陸の余剰労働力を沿海地域や都市部へ移動させることも重要である。その意味において,中国政府が近年進めてきた中部・西部地域の開発促進策や地域間労働力移動の規制緩和などに対して一定の評価が与えられる。
