项目摘要

平成16年度科学研究費補助金の交付を受けた研究において、我々は以下のような研究成果を得た。今年度は、まず昨年度に引き続き中国における集団所有制郷鎮企業の民営化の前提・効果・帰結に関する研究がおこなわれ、更にその後民営化企業が直面する資金難を中心に郷鎮企業に関する企業金融の研究がおこなわれた。具体的には2度の現地調査と企業マイクロデータによる計量経済学的分析をおこなった。研究成果の一つ目は、昨年度から持ち越されていた郷鎮企業民営化の前提条件が計量的に明ちかにされたことである。我々は、中国郷鎮企業マイクロデータを用いたミクロ計量経済学分析により、民営化以前の郷鎮企業経営パフォーマンスの停滞もしくは下落が生じた原因は、運転資金不足に起因する稼働率低下にある可能性が高いことを見出した。従って郷鎮企業民営化効果の如何は、この問題を解決し得たか否かにある。この成果をまとめた論文が別掲Yano et al.(2004)である。研究成果の二つ目は、民営化後郷鎮企業の資金調達において、(1)民営化によって政府の後ろ盾を失ったことにより資金不足問題がより深刻になっている側面がある、(2)その資金不足問題のより根底的な要因は金融機関の情報生産・審査能力不足にある、(3)中国でも創設された信用保証制度も金融機関の貸出リスクヘッジ以上の役割は担っておらず資金不足問題解決の手段とはなっていない、(4)ただし一部の旧農村信用社民営金融機関において地元企業と密着した関係に基づくリレーションシップバンキングが開始されており期待が持てる、(5)更に金融機関融資に替わる信用調達手段として企業間信用が重要性を増している、ということが現地調査及び初歩的な計量分析により明らかになったことである。これらの成果はワーキングペーパーとしてまとめられ現在投稿準備中である。

During the research that was carried out during the delivery of the Heisei 16 scientific research grant, I have obtained the following research results.
