報告者は、本研究費「研究計画調書」の「研究目的」の欄で、「こうした研究活動によって戦前日本の各地方における工業発展に寄与した公営電力の姿が明らかになると予想される」と述べた。それで、当初は現在の居住地から比較的近い高知、大阪、神戸、京都、山口、宮崎等の図書館、研究機関が所蔵する資料を利用してこれらの都市の公営電力の運動を検討する予定であった。しかし、すでに着手しており、すぐに終える予定の戦前大阪市の公営電力(以下、大阪市電と略す)の研究に思いの外、関わってしまい、前述の他の都市に関してはほとんど研究が進まなかった。これは報告者の研究の進め方に問題があったと率直に認めざるを得ない。但し、大阪市電に関する研究は以下のように大きな成果をもたらした。つまり、大阪市電が戦前大阪市の中小工業発展において大きな役割を果たした点が明らかになる一方で、戦後の関西電力の母体ともなる、他の電気事業者(日本電力、大同電力、宇治川電気、南海電鉄、阪神急行、阪神電鉄、京阪電鉄、大阪電軌)との、単純でない関係が明らかになったのである。前述の電気事業者との電力受給関係やそれらとの盛んな販売競争の展開といった点である。こうして大阪市電の活動を明らかにする過程は戦前大阪地方の電気事業体制全体を明らかにするものだった。こうした視点は、既存研究で特に行われてきた、「5大電力」(戦前においては独占的電気事業者として呼ばれたもの)に数えられた前出の日本電力、大同電力の研究ではみられなかったものである(既存研究がこうした問題点をもったのは前述の2社が独占企業であるという先入観が最初にあったためであろうか。)以上のような成果については近い内に雑誌論文として公表することを予定している。今後は終えられなかった、前述の公営電力の分析を、今回成果として得られた視点でもってさらに進めていこうと考えている。
