現在、全国で市町村合併が熱心に議論されている。直接の契機は、1995年の地方自治法改正により住民発議によって合併協議会設立の建議ができるようになったことであるが、その背後には、1960年前後の昭和の大合併によってできた現在の行政区画が、時代に合わなくなっていることであるという共通認識が自治体や住民にあることである。本研究では、全国の市町村合併の実例を調査し、その目的を明らかにした。その結果、市町村合併には次のような3つのパターンがあることが明らかとなった。(1)政令指定都市や中核市などの権限の多い行政体になるためのステップ・アップを目標とした合併、(2)地域における中核都市を作るための地域おこし型合併、(3)都市圏の拡大とともに周辺部と中心地を整合的にとし開発するための開発指向型合併、である。本研究では、主に(1)と(2)について焦点を当てて調査を行った。(1)では、静岡県の静岡市と清水市の合併による政令指定都市、埼玉県の浦和市・大宮市などの3市1町の合併による政令指定都市、あるいは川口市を中心とする合併構想もある。(2)ではすでに合併を済ませたところでは長野県上田市があり、構想段階では、兵庫県淡路島の1市10町の合併、京都府の学研都市の合併構想などがある。合併は今のところ、地方議会の抵抗などがあり進んでいないが、住民への合併運動の浸透は相当なものがある。合併しなければ地域が生きていけないという事態が明らかになるにつれて、平成の大合併がおこる可能性はきわめて高い。調査の結果から見て、合併の動機として最も大きいのは財政である。現在は、地方交付税制度によってどのような小さな自治体もそれなりの財政収入が確保できているが、これがなくなれば合併は雪崩を打っておこるであろう。今後は、地方財政制度の面から、合併政策のあり方を見直すべきである。
