研究目的1の「三大都市圏の関係都府県等における生産緑地の動向および問題点の把握」のため、関係都府県・市区等でヒヤリング調査を行うとともに、関連資料を収集した。そのことにより、(1)生産緑地面積は1992年の地区指定後5年間にほとんど変化が見られない、(2)生産緑地面積はほぼ維持されているが、市街化区域内農地面積が相当量減少したため、生産緑地率は5年間に8.5ポイントも上昇し40%弱になっている、(3)生産緑地の追加指定はいくつかの都府県・市区で行われているが量的には僅少である、(4)生産緑地の適正管理・保全を阻害する諸問題が拡大している等が明らかになった。研究目的2の「「宅地化農地」の動態把握」のため関係都府県・市区等でヒヤリング調査・資料収集を行うとともに、大阪府内3市の農家にアンケート調査を実施した。これにより、(1)「宅地化農地」は二区分化後の5年間に約1万ha減少した、(2)しかし、最近「宅地化農地」の減少が量・率とも鈍化している、(3)諸般の事由により「宅地化農地」を当分の間農地として保有する意向の農家が相当いる等が明らかになった。研究目的3の「建設省、関係自治体等の生産緑地関連施策の実施状況」把握に関しては関係市区でヒヤリング調査を行うとともに、関連資料を収集した。そのことにより(1)関係市区では、独自に生産緑地関連施策を実施しているが、実施件数、予算とも少ない、(2)国レベルの都市計画制度、土地利用調整制度、都市農業政策等の改革と拡充・強化なしに自治体だけで対応するのは限界がある等が明らかになった。研究目的4の「土地税制の適用状況の把握」については、大阪府内3市の農家にアンケート調査を実施し実態把握に努めた。そのことにより、(1)関係農家は二区分化の時のみならずその後も農地の固定資産税に強い関心をもっている、(2)「宅地化農地」を保有している農家は宅地並み課税の納税のために様々な対応を迫られている等が明らかになった。

Objective 1: To collect data on the relationship between cities and urban areas, and to investigate the relationship between cities and urban areas. (1) The area of productive green space has changed from 5 years after the designation of the region in 1992;(2) The area of productive green space has changed from 5 years to 5 years after the designation of the region;(3) The area of cultivated land in the industrialized region has decreased by a considerable amount; the rate of productive green space has increased by 8.5 percent in 5 years; and (4) The area of productive green space has increased by 40 percent.(3) The number of additional designated green spaces in the capital city and urban areas is only small;(4) The problems of proper management and preservation of green spaces in production are large. Objective 2:"Dynamic understanding of homesteaded farmland" and its relationship with urban areas, urban areas, etc. Survey and data collection were carried out in three cities of Osaka Prefecture (1) homesteaded farmland has decreased by about 10,000 ha in the past five years since the division of the two zones;(2) the recent decrease in homesteaded farmland; and (3) various causes for homesteaded farmland and the intention to divide and retain intermediate farmland. Objective 3: To understand the implementation status of green space related policies in construction provinces and related autonomous regions, and collect related data. (1) the implementation of policies related to urban areas, independent production of green space, the number of implementation, the number of estimates,(2) the reform of urban planning systems, land use adjustment systems, urban agricultural policies, etc., and the strengthening of boundaries between autonomous regions.
