项目摘要

本研究は林業と地域経済の関係を、1）地域の自然資源の持続可能な利用、2）地域社会を雇用と消費によって支える労働主体、3）上記1）2）を支える財政制度に注目して明らかにしていくことを目的にしている。周知の通り、戦後に植林を行った日本の森林資源は伐採に適した時期に入っているが、林業の労働供給の深刻な不足から、伐採やその後の植林及び育林管理について多くの課題を抱えている。その背景には、低賃金労働が定着してしまっている林業労働の歴史的課題、人口減少の影響をより深刻にうける中山間地域の地域社会の課題、木材の「生産」に傾斜してきた森林政策という形がもつ政策上の課題が、それぞれ重層的に結びついている。そのために、本研究は森林政策と林業労働、環境経済学、地方財政論のそれぞれの専門家による学際的な研究として進めることとなっている。令和4年度は、研究開始の初年となる。最初に、6月24日－26日にかけて、具体的な調査をプランニングするためのミーティングを行った。この研究会において、研究における具体的な調査先についての検討を行った。また、吉弘・山川から科研に関連した共同研究「再生可能エネルギー施設立地の政治経済学：日本の木質バイオマス発電を中心に」の中間報告を行った。同研究は、その後実績報告に上げているように10月の経済理論学会で報告し、大阪公立大学紀要に公開した。ミーティングにおける調査計画に基づき、令和4年11月7日には林野庁において森林環境譲与税の譲与基準と使途との関係に関するヒアリング調査を行った。同調査により、令和5年度以降の調査対象先の選定等について示唆を得ることができた。同年12月16日には高知県梼原町、令和5年2月17日には山口県周南市において林業と再エネとの政策上の関係についての調査を行った。
