项目摘要

2022年度は、マクロ的な視点からは退耕還林政策の有効性についての研究を行い、ミクロ的な視点からは退耕還林政策の有効性についての研究を進めた。まず、マクロ的な視点からの退耕還林政策の有効性の研究については、2020年度と2021年度に進めてきた研究である戦後の退耕還林政策の歴史展開と政策目標、実施背景、政策効果（第1期と第2期を中心に）についての整理、また、退耕還林の実施に影響する要因についての研究、さらに、退耕還林政策の目標のひとつである貧困脱出（貧困削減）について効果があったか否かについての研究をまとめ、山口大学の森朋也講師開催の第一回「持続可能な地域社会」研究会で、「中国における貧困地域を中心とする森林政策についての経済分析：退耕還林政策を中心に」で報告した。すでに論文を執筆しており、今後国内外の学術誌に投稿する予定である。次に、ミクロ的な視点からの退耕還林政策の有効性についての研究は、現地調査とアンケート調査による研究を計画していたが、新型コロナウイルス感染症（COVID-19）禍により3年間は進めることができなかったが、2022年末から、現地調査とアンケート調査のための準備を進めることができた。今後2023年の7月、8月頃に現地調査を計画している。更に、貧困地域を対象にする森林政策が気候変動に及ぼす影響についての研究を進めた。
