项目摘要

●研究目的:本研究は、アフリカゾウ獣害問題の解決のために、コミュニティがすでに持つ力を生かした対策手法である「追い払い隊」に着目し、①追い払い隊を組織し、持続的な運営を可能にする要因／阻害する要因、を解明する。そして、②上記①から得られる知見をもとに、追い払い隊を導入し、地域に適合する社会実験を試みる。これによって、ゾウ獣害対策の地域コミュニティへの適合メカニズムを明らかにし、持続的な被害軽減に寄与することを目的としている。●研究方法と成果:22年度は、8月に現地調査を実施した。コロナ禍によって3年近く現地訪問できていなかったため、セレンゲティ県内広域でのゾウ獣害状況を確認した。5つの村（ロバンダ、ミセケ、モトゥケリ、シンギシ、イハララ）において、主要な関係者（ゾウ追い払い隊メンバー、村長、区長、被害農民）へのインタビュー調査、被害現場実地調査、追い払い活動参与観察等をおこなった。その結果、被害が発生している26村のうち、観光ホテルによって電気柵が設置された地域（5つの村）では、被害がほとんどなくなり、農地が拡大していることが明らかになった。その一方で、電気柵のない村では、引き続き被害は拡大していた。また、ドイツのNGOにより追い払い隊の設立が進められており、タンザニア政府機関や国際組織が追い払い隊を対策手法として重視していることが明らかになった。また、1件の図書出版および2件の学会発表をおこない、研究成果を順調に公開した。
