持続可能な開発目標（SDGs）や日本版持続可能な観光ガイドライン（JSTS-D）では、ツーリズムの評価において、CO2排出総量の定量化だけでない、広い意味での持続性評価やマネジメントが求められている。本研究課題では、観光のライフサイクルアセスメント（LCA）の方法論に関する理論の体系化とデータ整備を進め、観光の持続可能性の分析ツールへと発展させることで、意思決定や持続性の評価・マネジメントに活用可能な分析手法として構築することを目指している。2022（令和4）年度は、観光地域づくり法人（DMO）を対象に、持続可能な観光（Sustainable Tourism）に関する取り組みの現状を、JSTS-Dの基準に基づき評価した。具体的には、地域性や特徴を考慮し、山梨県北杜市、石川県金沢市、沖縄県島尻郡座間味村、北海道小樽市に所在する4つのDMOについて、「A.持続可能なマネジメント（16項目）」「B.社会経済のサステナビリティ（8項目）」「C.文化的サステナビリティ（8項目）」「D.環境のサステナビリティ（15項目）」の観点から評価した。その際、サステナブルツーリズムに関する現状把握を支援するアプリケーションであるSTARsを活用し、5段階評価した結果を集計している。その結果、各DMOの重点分野は様々であるが、「A.持続可能なマネジメント」が他分野より高評価となった。一方、「D.環境のサステナビリティ」について、気候変動や温室効果ガスに関する情報公開が少なく、基準を満たしていると判断するのは困難であった。これは、環境負荷の定量化や開示に苦慮しているとも解釈でき、環境負荷の定量化や情報開示に関する手法や手引きの必要性が示唆されることから、LCAのノウハウが貢献できる可能性があることが明らかになった。
