本研究は、高齢者（需要側）をより厳密に分析し、彼らのライフステージに合わせ、時系列に変化する余暇性向、旅行に対する期待感などの属性を抽出し、特性に合わせた観光支援政策を提案することが目的の一つである。そこで、本年度は、高齢者の知的・緒情的欲求、社会的欲求も多様化するなか、どのような対応が行なっているのかを現状把握を行った。また、文献レビューと旅行会社とのインタビューを整理し、いくつか日本の高齢者の行動特徴も整理した。さらに、カナダのフィールド調査を実施し、観光消費の主体としての高齢者観光の位置付けを明確しようとした。調査からわかったことは、フィールド調査と国内・外の旅行会社とのインタビューを通して、日本の高齢者も団体から個人旅行へシフトしており、日本のシニアマーケットのサイクルもますます短くなっていくことが把握できた。今まで、団体旅行として扱われていたシニアマーケットに対する大幅な改革が必要となった。また、アメリカ民間企業が提案したRoad Scholarは”Adventure in life Learning”をスローガンとあげ、観光と教育を結合し、高齢者向けのビジネスを展開している。民間が構築した高齢者観光教育商品がカナダ全域に活発に実施されているが、今回のフィールド調査は調査期間に欧米に襲った悪天候に追われ、調査が予定通りには進めなかった。しかし、現地の調査から高齢者に対する意識が日本とは異なり、観光は社会との交流・体験の場としてその範囲を拡大しようとすること、また、全世界（グローバル）にネットワークを構築し、5500個の観光教育プログラムを保有し、多様化していく高齢観光に対応していることがわかった。
