2022年度はソーシャルドキュメントの保存に関する理論研究（A）と実証研究（B）を実施した。Aについては、人工物の存在論およびデジタル保存の議論とドキュメントの存在論との親和性（何かの証拠となるドキュメントとは、ある領域における記録者／受容者の志向的作用によりドキュメントとして存在し始めるといえ、その存在は物質／記号／意味という複数の側面からとらえることができ、その多面性を維持するためにはビット列／再生環境／文脈の依存関係をも記録・保存する必要があること）を整理した。あわせて、ソーシャルドキュメントを第三者が収集保存する行為は法的・倫理的な課題やリスクを生じさせ、費用対便益の観点からもその行為を正当化する必要があるため、本研究ではデジタルドキュメントを含む「納入制度（legal deposit）」の機能を法と経済学の観点から考察した。いずれの結果も査読付き国際誌で公表済みである。Bについては、エビデンスにもとづくナショナルコレクション構築の実現へ向けて、既存（図書や雑誌など）および新規（ソーシャルメディアなど）のタイプのドキュメントを保存することの必要性とそれらの優先度に対する市民の意識を質問票調査により比較検証するとともに、必要性および優先度に対する意識がどのくらい強固なものなのかをサーベイ実験にもとづき確認した。加えて、公権力がオンライン上の公開コンテンツを一律的に集める行為は言論活動に対する「萎縮効果」を生みかねず、法制度化は困難との指摘が20年以上前になされて以来、日本では議論そのものが停滞しているが、そのような萎縮効果がユーザ生成コンテンツの収集において実際に生じうるのかどうかをサーベイ実験にもとづき検証した。いずれの結果も公表予定の段階にある。
