Progress has been made in developing a framework for considering risks to achieving national energy system decarbonisation based on a literature review. Efforts are being made to apply this framework to the case of Japan, Germany, and Korea. Work will be presented at an international conference (ECPR 2023) in September, with a planned submission to Energy Research and Social Science in late 2023. Progress on paper 2 will follow this.
