本年度は三つの研究を進め、一つを論文として公表し、一つを学会にて発表した。第一に、通信制高校の「セーフティネット」としての機能を検証することを目的に、通学類型を基準として通信制高校・サテライト施設の設置状況を都道府県ごとに整理・分析する研究を論文としてまとめ、『東北大学大学院教育学研究科 研究年報』第71集第1号にて公表した。日常的に通うことのできるサテライト施設であるサポート校は数多く設置されているが、民間施設のため就学支援金等の対象とならず高い費用がかかる経済的障壁、通信制高校・サテライト施設の設置は偏在しており、サポート校以外の日常的な支援が見込める通信制高校・サテライト施設の設置が観測できない都道府県も存在する地理的障壁の二つの障壁の存在を指摘した。第二に、通信制高校に関する先行研究の整理と理論的検討を目的とした研究を進め、2023年3月の東北教育学会第79回大会にて発表した。先行研究では、通信制高校のセーフティネット機能に注目したものが多いが、近年は教育の市場化の進む領域という指摘もされている。それらの先行研究を整理し、セーフティネット機能の十全性を理論的に検討することで、これからの通信制高校・後期中等教育機会保障の研究に必要な視点を指摘した。第三に、私立通信制高校の設置に際する都道府県や市町村の意向の分析を進めた。この研究は、昨年度の非人口集中県に着目して私立通信制高校が集まる要因の分析を進めた研究の、視点と事例県を再設定したものである。私立通信制高校は近年増加傾向にあるが、学校設置過程で関わる行政アクター、具体的には設置都道府県、教育区域となる他の都道府県、設置市町村の三者がいかなる意向を示し、その意向はどのような権限行使の形で現れるのかを分析している。現在は事例3県の私学審議会議事録・資料、都道府県議会議事録の分析、設置市町村議会議事録の分析まで進んでいる。
