项目摘要

2022年度は、既に検証を終えている1950年代半ばの米国政府の対日・対沖政策を前提に、同時期の日本政府の沖縄に関する構想と政策の変化について検証を進めた。その成果は、10月に実施された日本国際政治学会の研究大会で発表した。具体的には、これまで別個に論じられる傾向にあった、沖縄をめぐる問題（潜在主権の問題、軍用地問題）と、一般的によく知られている当時の日本政府の政治課題（防衛力増強問題、安保改定に関する重光構想）とを相互に関連付けながら論じた。これにより、地元の反基地運動が米軍基地の接受国政府の意思決定に影響を与え、そのことが日米両政府の交渉に影響を与えていたことを明らかにした。学会報告後は、討論者等からのコメントを踏まえ、論考の加筆・修正を進めた。しかしその過程で、沖縄をめぐる問題と在日米軍撤退問題との関連性の明確化という新たな課題が生まれた。そこで、論考の論拠を補強するべく、日本政府の史料を再検証するとともに、再度の資料調査を実施した。その結果、それまで見落としていた重要史料を特定することができたため、本研究課題の進捗に繋がった。2022年度はまた、米国立公文書館（メリーランド州）における資料調査を実施し、米国政府の史料を多数入手した。この調査は、1950年代後半の米国政府の対日・対沖縄政策の検証を目的としたものである。史料の本格的な検討は次年度の課題であるが、資料調査を通じて安保改定期の米国政府の対日・対沖縄政策の概要を把握することができた。
