项目摘要

本研究は米国の東アジア安全保障政策と日米安全保障関係の連関に特に注目しながら、日米両国の政策が1960年の安保改定に収斂していくプロセスを史料に基づき明らかにすることを目的としていた。その上で2年目に当たる本年度の主たる課題は、安保改定交渉が開始される1958年から、新条約等が成立した1960年の期間を対象に、安保改定プロセスを検討することにあった。まず、史料の調査・収集面では、本年度もアイゼンハワー大統領図書館と、米国立公文書館（Archives II）、外交史料館、国立国会図書館などでの史料調査を行った。研究内容としては、第一に、安保改定交渉の開始について日米が事実上合意するまでの過程を検討した。アメリカ政府内では最終段階まで、在日米軍基地の運用の在り方や日本の対外的な姿勢が問題となっていた。しかし、同時期に発生した第二次台湾海峡危機において日本が基地運用を含めて協力的な態度を示したことから、アメリカ側は安保改定交渉に応じる方針に転換した。一方、日本側は安保改定交渉を改めて求める機会を窺っていたが、1958年になって核兵器の持込み問題が深刻化し何らかの対処をする必要に迫られたことから、5月の総選挙後の交渉開始を求めていたことを明らかにした。第二の研究内容として、安保改定交渉で最大の争点となった事前協議制度について検討した。具体的なトピックとして「朝鮮議事録」、「同意」（日本側の拒否権）、偵察飛行に関する交渉過程を検討し、日本政府が、安全保障上の要求と、事前協議制度の安定性・正当性のバランスをどのように図ろうとしていたのかについて明らかにした。また、交渉を担った岸信介内閣が退陣した後、池田勇人新政権が新条約体制を安定的に引き継ぐまでの過程も検討した。この点については、「安保改定時の事前協議制度交渉：『朝鮮議事録』、『同意』、偵察飛行」として論文にまとめた
