项目摘要

本研究の目的は、教育省とその地方出先機関を中心とする集権的教育行政機構を整備してきた東南アジアのタイを研究対象国に、2014 年以降の軍事暫定政権から民政復帰を果たした2019年以降今日にかけて推進されている参加・協働に価値を置く地方教育ガバナンス改革について、その政策的背景や法制度の構造、そして運用実態を分析・考察することである。令和4年度（2年目）は、以下で述べる4点の研究を実施した。第1に、タイにおける地方教育ガバナンス改革の先行的な制度と言える「教育革新地区」を規定する関連法令を分析・考察した。第2に、教育格差の是正を主眼に置く組織である「公正な教育のための基金」（Equitable Education Fund）が手がける事業の1つに注目した。すなわち「格差是正のための地域に基盤を置く教育運営」事業である。同事業は、All for Education を掲げている。具体的には、県単位での教育機会保障を企図する際に、国家セクター以外の組織・アクターを参入させていることが明らかとなった。第3に、1点目と2点目で述べたセクター横断的な参加・協働を重視する教育ガバナンス改革の根拠法となる「新国家教育法」の法案審議過程の分析である。とりわけ、「教育総会」について直接規定した条文に注目し、タイ国会両院合同会議の第2読会特別委員会の逐条審議について議事録分析をおこなった。第4に、3点目で述べた「新国家教育法」上で規定される「教育総会」の政策的企図に関して、教育省教育審議会事務局の政策担当者に対する聞き取り調査と資料収集をおこなった。軍事政権下の県教育委員会創設と同時期に「教育総会」が既に構想されていたことへの問いを始点に、教育官僚機構を前提とした協働型システムの導入論理を提示した。

At the same time, the "Education Committee" under the military government was established, which was the starting point for the education bureaucracy to establish a cooperative system.
