今後の金融政策運営に関して、61年度には、金融政策の最終目標(実質 GNP等経済活動水準か、物価か)と中間目標(金利か、通貨量か)を中心に検討したが、これに引続き62年度では、金融政策の操作目標(HPM、短期市場金利、等)と金融政策手段(公定歩合,日銀貸出,オペ,準備率,等)との関係を中心に検討した。(主として、裏面第2論文に発表。)前年度の主題がマネタリスト、ケインズ派という学界内の意見対立の評価とかかわっていたのに対し、ここでは学界内の「標準的理論」と日銀関係者の意見との対立の評価が問題となる。その結論の大要は、次の通り。1.標準的理論の命題((1)政策手段変更の通貨量・金利への効果の大きさは、それに伴うHPM変化総量のみで決る、(2)その際の供給経路(日銀信用の形態)は無関係、(3)(金利規制が徹廃されると)公定歩合変更の効果なし)は、現金通化需要を含む民間ポートフオリオ調整の完了を仮定した中長期では成立する。しかし、操作目標が問題となるより短期(日〜月)では不成立。2.政策手段変更の操作目標・中間目標への効果分析には、別途、短期金融市場のメカニズムを定式化の要。とくにわが国現行政策運営との関連では、日銀による準備預金積み進捗率の調整を明示的に導入することが必要で、各種政策手段変更が、短期市場金利期待に、従って銀行準備金需要関数に、夫々異った影響を与える、と考えられるべき。3.金融政策がその中間目標を的確に達成してゆくためには、その時々の政策スタンス如何に加えて、政策運営実施にあたっての制度的枠組(日銀貸出制度(含、公定歩合水準、貸出先)、準備預金制度(含、対象・方式)等)の整備が必要。上記2の分析は、わが国学界で未開拓なこの分野を開発。なお、計量的分析については、数々の試行は行ったが、現段階では取り纒めを断念し、問題点指摘に留らざるをえず。
