项目摘要

昭和63年度においては、以下の事項について研究を実施した。(1)送り出し国について中国、韓国、タイ、マレーシア、インド、インドネシアについて各国の留学政策の歴史的返遷、留学生の特質、留学が国内の社会、経済の発展に及ぼす影響、特にアメリカ留学経験者のそれぞれの国における地位等について分析を行った。例えばインドネシアについてはアメリカ留学経験者の行政組織における優先的地位の獲得の問題、さらにマレーシアについてはブミプトラ政策と留学の発展及びトゥイニング・プログラム(分校方式)の発展などが分析された。(2)受け入れ国についてアメリカ、イギリス、フランス、スウェーデン、西ドイツ、ソ連、ヨーロッパ共同体、オーストラリアの国々に関して、留学生受け入れ政策の変遷、留学生受け入れ体制、留学生受け入れにおける諸問題などについて分析した。例えばアメリカについては、留学生受け入れの実態、連邦政府の留学生受け入れ政策、州の受け入れ政策、各大学の受け入れ政策、アメリカ留学の誘因、受け入れにおける諸問題などについて考察した。他の受け入れ国についても、同様に留学生受け入れ政策、各国にける留学経験者が出身国に及ぼす影響などについて分析を行った。(3)日本について留学生受け入れ国としての日本については、欧米の留学生受け入れの政策、実態と対比させながら、留学生受け入れにおける諸問題を分析した。
