留学生の受け入れにあたる指導教授・留学生関係教員および事務職員の現在当面している困難点・負担・改善の工夫を明らかにするために、(a)全国主要な国公・私立大学73校において質問紙調査を実施し、(b)また若干の留学生関係教員に面接調査を行なった。その結果、(1)指導教授においては大学院留学生の学位論文作成指導にあたって基礎学力・日本語能力の不足を補うなど時間的負担を余儀なくされているという状況の一端が判明した。また私費留学生の経済的問題への援助・習慣や考え方の違いから生ずる不安や不信その他適応問題への助言も行なっており、負担は重い。例えば、身元保証人になる場合が多く心理的負担を感じている。形式的には指導教授がなるとしても、実際に賠償問題が起ったときには大学当局が責任を果たすという申し合わせがなされていることが望まれている。しかしながら、このような負担増があるにも拘らず、多くは留学生を受け入れる意義を認め積極的姿勢をしめしている。(2)留学生関係事務職員においては、留学生の生活相談にきめ細かに対応することが時間的に難しいようである。また日本語のよく分からない学生への対応に苦心している状況が明らかとなった。留学生との間にコミュニケ-ション・ギャップを感じることも少なくない。海外研修によって異文化を知ることができれば望ましいと考えられている。(3)留学生関係教員においては、例えば留学生専門教育担当教官の場合、留学生の生活相談をどの範囲まですべきかなど職務内容の不明確さを指摘するものが少なくない。しかしながら、研究時間を割いて親身に助言・援助を行なっている状況が明らかになった。今後の課題として、指導教官の負担の適正化および留学生関係教職員の分業化をはかるための協力体制の形成が緊急の課題であることが認識された。
