本研究の目的は、日本をはじめ、近代化を、課題とした幾つかの諸国を対象として、近代化過程における政軍関係ないし民軍関係の成立および展開の比較政治史的考察を行うことにあった。本研究が最終的に焦点を定めたのは、日本を含む東アジア・東南ジア・中東の九つの諸事例である。これらは大別して三つの場合に分けられる。第一は政治的近代化(民主化と自由化およびそれらに適合した制度化)が軍事的近代化(職業将校団の形成と兵卒の市民化)に先行する場合である。そこではシヴィル・ミリタリ-関係は、多くの場合確立された立憲主義的政治秩序の枠組の中で発展し、シヴィリアン・コントロ-ルが制度化される。戦後日本の場合がそれである。第二は政治的近代化が軍事的近代化と同時弊行的に行われる場合である。この場合には政軍の機能分化は完全ではなく、シヴィリアンとミリタリ-の役割がしばしば重合し、それ故に時として事実上のシヴィリアン・コントロ-ルが行われることがある。明治・大正期の日本はその典型であり、太平洋戦争後の韓国やフィリピンもこの場合に入れて考察することができる。第三は軍事的近代化が政治的近代化に先行する場合である。この場合には一般的に政治的制度化のレベルが低く、社会諸勢力の利害対立が、実効的な政治制度の不在の故に直接的に政治対立に転化する傾向が強い。極限状態(制度の眞空」)が生じたような場合には、軍のク-デタを含む政治介入が生じる。このように政治的制度化の低位の故に軍の政治介入が半ば制度化されている状態、いわゆる「衛兵主義的社会」状態が常態化しているのがこの第三の場合の特徴である。本研究にとり上げた三つの事例(軍閥期の中国、立憲体制初期のタイ国、および近代軍隊形成期のオスマン帝国)は、初期的民主化段階の「衛兵主義的社会」状態を現わしている。
