On 28 May 1989, the first meeting of the coーoperative research group was held to discuss the characteristics of optical cards and the type of basic information to be recorded on them. As a result, version 1 of the file format recorded on the optical card for use in a diabetes clinic was produced.On 30 September 1989, the second meeting was held, for modification of version 1 of the file format to version 2. Then, the software was produced and tested.On 28 July 1989, the third meeting was held, and version 3 of the file format was developed as a modification of version 2.On 23 February 1990, at the fourth meeting, the availability of the file format of version 4 was discussed, and the format for general medical care and its software were demonstrated.Finally, in 1990, the standard file format of the optical card for use in general medical care was produced by the coーoperative research group.

1989年5月28日，合作研究小组举行了第一次会议，讨论了光卡的特性和记录在光卡上的基本信息的类型。结果，制作了记录在光卡上的用于糖尿病诊所的文件格式的第1版，1989年9月30日，举行了第二次会议，将文件格式的第1版修改为第2版。1989年7月28日，召开了第三次会议，开发了第三版文件格式，作为第二版的修改。1990年2月23日，在第四次会议上，讨论了第四版文件格式的可用性，并演示了一般医疗保健的格式及其软件。最后，在1990年，一般医疗护理用的光卡的标准档案格式由合作研究小组制作。
