当初の研究計画どおり、(1)マレ-シアの新経済政策の此迄の実績と今後の展望というマクロ次元の研究と(2)日・マ合弁企業分析というミクロ次元の、二つの研究を行ない、マレ-シア経済のNIES化のための条件を折出すべく努めた、まず(1)のマクロ研究から。マレ-シア政府発表の公式資料およびマレ-シア経済学会(1989年8月7日-9日、於クアラルンプ-ル)での研究報告の検討から、次の諸点を明らかにすることができた。(1)貧困の根絶と種族間の経済的不均衡の是正を二大目標にしてスタ-トした新経済政策(1971年-1990年)はいよいよその最終局面を迎えている。前者の目標は達成される見通しだが後者の達成はほぼ不可能というのが新経済政策の此迄の実績であること。(2)マハティ-ル(1981年-)は勿論のこと、マレ-シアの経済界、学界においても新経済政策が体現しているブミプトラ政策(マレ-人優先政策)を1990年以降も継続していくことではほぼ合意が得られつつあること。(3)しかし、これまでの政府主導型とは異なり1990年以降においては、アジアNIESの成功の事例に見做いかつ経済的自由主義の国際的潮流に沿って、マレ-シアにおいても政府の介入と規制から企業活動を自由に解き放ち市場メカニズムと効率を重視することによりマレ-シア経済の再活性化を図ろうとしていること。次に(2)ミクロ研究について。現在のマレ-シアは日本側での円高・産業構造調整政策の推進とマレ-シア側での外資に対する優遇措置とがあいまって空前の投資ラッシュとなっており、日本が最大の投資国になっている。1989年8月、日・マ合弁企業の現地調査を行なった。進出動機、合弁経営上の障害、現地経済への貢献度等を柱に合計63の調査項目についてヒヤリング調査を行なった。(1)と(2)の研究を踏まえ、現在同国のNIES化の条件化についての自説を取り纏め中である。
