项目摘要

次のとおり、研究とその成果の整理を行った。1.イギリス・アメリカ・スエ-デンについて、1980年代の社会福祉改革の動向を、社会福祉、社会保障について分野別に整理した。特に、福祉国家の見直しによる国家責任のあり方、民営化、世代間公正、地方分権化などを焦点として整理・検討を行った。これらの焦点をめぐって、福祉国家の理念・制度・実施体制における福祉国家収斂説の妥当性を検証した。2.ウィレンスキ-(H.Wilensky)のおこなった福祉国家の国際比較について、新しい資料年次によってOECD諸国の資料収集をおこなった。また、この資料を基礎的デ-タとしてパス解析などの手法による多変量解析をおこなった。3.ロンドン政治経済大学における福祉国家プロジェクトの資料を用いて比較検討をおこなった。4.社会福祉・社会保障政策が国の政策と地方自治体における実施・運用とで乖離しているとされる問題について資料の収集を継続した。本年は、神戸市および大阪市において資料収集ならびに自治体担当者からのヒアリング調査を実施した。
