项目摘要

災害対策基本法に基づいて国や地方自治体等は、原子力発電所等の事故を想定して予め防災計画を定めるなどの妨災対策を講ずることとされている。かかる原子力防災において焦点は、原子力施設周辺住民の安全を確保するための対策がいかなる責任(防災計画の策定・計画内容の関係機関への周知徹底・住民への情報公開・計画の点検と実効性の検証・避難誘導訓練等々)の体系および内容をもって講じられているかという点にある。とくに、原子力施設設置者と地元自治体(県と市町村)の間の緊急時における相互連携と周辺住民への対策のあり方について「防災協定」を締結して万全が期せられているのであるが、実情は、その内容や運用方法、また、それについての日常的点検=住民参加の防災訓練等について、非公開・非実効の状態にあるということが明らかになった。原子力発電所等、原子力施設を設置している地方自治体の内、8自治体の直接担当機関に対するヒアリング調査により、原子力防災対策に関する視角(観点)と構想、その実効性についての点検方法論の詳細が判明せられた。そのなかで特徴的なことは、「防災協定」締結の新しいものほど、「防災計画」内容は緻密になっているが--例えば、北海道の「地域防災計画」はその典型--、反面で、その内容についての担当職員の理解度は相当に低いし、基礎自治体においては「防災計画」中における原子力防災の特殊性と重要性についてほとんど認識がなかった。原子力施設の専門職員の専門性と住民の「安全」確保方法とを結合することによって、「防災計画」の日常的見直しが可能となるシステムが全く考慮されていない。「防災協定」における規制権限が基礎自治体の原子力施設に対する規制の実行にとってきわめて不十分なものであり、県や国に多くの規制権限が帰属している実情は機能的にみて問題があるとの判断を抱かせた。
