1980年代は、日本のみらず東南アジア諸国も構造調整の時代であった。東南アジアの構造調整問題をより的確に把握するため、当初の研究計画を若干変更し、フィリピンとインドネシアの構造変化の量的比較を試みることにした。日本については、農産物輸入自由化など対外経済問題を分析するフレームワークを考案中であるが、それを具体的にモデル分析のわく組にのせるまでには至っていない。フィリピンについては、産業連関表と資金循環表が利用万能な1979年と1983年を対象に石油価格の下落・財政支出の増加・関税引下げ等の内外のショックがフィリピン経済に与える影響を、産業とマクロの両レベルで比較静学的に検討した。そこから、産業構造・需要構造・貿易構造等の変化の方向を抽出するよう試みたが、1983年が債務危機の年であったこともあり、明確な結論は得られていない。来年度(平成元年度)は、フィリピン大学に客員滞在する予定なっており、(1)1970年代の輸入自由化政策、(2)今後2000年までの累積債務問題の2点に焦点をしぼって、類似のモデル分析を継続する予定である。インドネシアについては、1980年と1985年を対象に比較静学の比較が試みられ、1983年に実施された金融改革と租税改革(付加価値税の導入)により、逆オイル・ショックの石油輸出国インドネシアに与えるインパクトは大きく緩和されたという明快な結論を導くことができた。インドネシアでは、石油価格低迷に対処するための構造調整政策が1985年以降次々と打出されているが、その量的評価を可能にする動学的分析が今後の課題である。
