パキスタンは、財政赤字、経常収支赤字、債務累積の悪循環に陥っているが、いかにしてこれを断ち切り、債務解消と高成長の好循環を回復し、高い社会開発を達成するかが緊急の課題である。本研究は、債務累積・経済成長・社会開発を統合的に説明する数量モデルを提示し、財政・金融・開発政策の考察と、パキスタン経済の将来展望を試みる。方法論は、金融面(資金循環データ)を統合した社会会計行列(SAM)およびそれに基づく計算可能一般均衡(CGE)モデルである。研究初年度(平成17年度)においては、国民経済計算(SNA)の使用行列データと供給行列データに、資金循環勘定データを加えて、金融SAMの推計がなされた。研究2年度(最終年)に入り、推計された金融SAMに基づき、実物部門および金融部門の各種乗数分析を行い、公的債務と経済成長に関する政策的インプリケーションを考察した。生産乗数(前方・後方連関効果)から成長加速化のための主導産業を特定化し、社会会計乗数から政府の対家計移転支出の重要性を、金融会計乗数からは、政府消費と資源利用可能性、政府投資と資源利用必要性の間の強い関係を明らかにし、民間企業投資への方向転換の重要性を示唆した。続いて、推計された金融SAMに基づくパキスタン経済の実物・金融両部門を統合したCGEモデルの構築し、シミュレーション分析による公的債務と経済成長に関する政策的インプリケーションの考察する目的で、モデルの枠組みは確定し、GAMSプログラムによるモデル計算の段階に入った。

There are urgent issues such as fiscal deficit, recurrent expenditure deficit, debt accumulation cycle, debt cancellation, high growth cycle, recovery and high social development. This study aims to provide information on debt accumulation, economic growth, and social development integration, examine fiscal, financial, and development policies, and examine future prospects for debt management. Methodology: Financial aspects (capital circulation), integration of social accounting (SAM), calculation of possible general equilibrium (CGE), etc. In the first year of the study (Heisei 17), the use of the National Economic System (SNA), the supply of funds, the allocation of funds, and the projection of financial SAM were discussed. In the second year (final year) of the study, the financial SAM infrastructure, the physical sector, and various financial sector data analyses were conducted to examine policy options related to corporate debt and economic growth. The number of production factors (front and rear linkage effects), the acceleration of growth, the specialization of leading industries, the importance of government expenditure on household expenditure, the number of financial accounting factors, the possibility of government consumption and the necessity of government investment in resource utilization, and the importance of the direction of private enterprise investment have been clearly demonstrated. In addition, the financial SAM is designed to integrate the financial sector into the CGE structure, analysis and analysis of the public debt and economic growth-related policies, and to determine the objectives, organizational structure and calculation stages of the GAMS.
