今年度は1.「円高定着」の中での北陸地域経済の再編成の進行過程と2.国際化に対応する北陸地域における企業戦略と地方自治体の地域産業政策のあり方に関してヒアリング調査を主体とした研究を行った。1.については政府のとった内需振興策によって短期間に「円高不況」から「円高好況」に転換する中で、北陸地域経済は全体としてみると首尾よく転換を遂げつつあると評価できる。石川県・福井県の合繊長繊維織物産地では、海外から安価な原糸を輸入しての国内向けの、高付加価値・差別化製品への生産システムのシフトが進み、同時に自動車用シートベルトなどの非衣料分野や炭素繊維による織物など多角化も進行しており、一時の苦境を脱した。富山県ではアルミ精錬は撤退したが、アルミ建材部門は住宅建設の伸びにより好調と維持している。また、工作機械、繊維機械、食品関連機械なども高い技術力を背景に業績を伸ばしている。加えて、IC、コンピュータ、ソフトウェアなどハイテク業種の新規立地も進み、産業構造のハイテク化も順調である。2.については、以上のような北陸地域経済の国際化対応への転換能力の高さを支えているものとして、地域内発型の中小企業群を主体とする自律性の高い地域経済構造の重要性が浮かび上る。北陸地域の企業の特色は大企業の支店・分工場はあまり多くなく、繊維の産元商社やニッチなスキマ市場で高いシェアを誇る職人気質の中堅企業が主流を占め、国際化・情報化などトレンドの変化に素早く対応する小規模であるが柔軟な生産システムを備えていることにある。地方自治体の地域産業政策もこうした北陸企業の特質をさらに高質化するものでなければならない。柔軟な生産システムを備えた中小企業群に支えられた転換能力の高い地域経済・都市経済こそ「多極分散型国土」(四全総)の形成にとって不可欠であるがこの点の検討は今後の研究課題である。
