项目摘要

6次に渡る韓国経済社会発展計画の遂行を経て、80年代韓国の経済・貿易実績は画期的なものであった。日韓貿易も、日本の工業素材部品輸出、韓国の加工製品輸出という形で急成長をみる。しかし、韓国の資本財・工業部品の高率国産化と国内市場の重層的拡大・深化を土台にした日韓水平分業関係の形成、東アジア経済圏の展望は、まだ時間を要する。さて、下関港の外国貿易において圧倒的比重を占めるのは対韓国貿易である(1987年度、下関港外国貿易の国別構成比、輸出の70.9%、輸入の89.2%が対韓国貿易)。今や下関港は日韓貿易における主要な拠点港の位置にある(特に機械機器・電気機器の輸出入、衣類・水産物の輸入)。その中核を荷うのが関釜フェリー・コンテナ貿易である。特に85年以降の円高局面の中での好調の持続は注目に値する。易成長を遂げる韓国経済と日韓貿易の動向に、関釜貿易が適合的に乗りきれている結果といえる。関釜貿易構造は、ほぼ完全に日韓分業構造の下にあるといってよい。しかし、円高を契機とした対外資本進出は全国的動向であるのに対し、地場企業の対韓進出は極めて少ない。その理由として、第一に対韓進出するだけの企業力量を有する中堅企業が少ない、第二に関釜の地理的近接さ・海運の利便性を考慮すれば、対韓進出よりは産業協力(技術・販売提携)あるいは輸出入取引きの拡大(素材・部品相互供給)という形での対応が挙げられる。今後も資本輸出入の拡大という形ではなく、商品輸出入の拡大という方向が主軸で関釜経済関係は進展していくと思われる。最後に、下関港外国貿易の展望と課題について。第一の課題は貿易先および貿易品目の多角化、第二は地元への経済波及効果の向上、その為の港湾後背地の貯蔵および加工生産機能の向上、第三はフィーダー・サービス機能の育成を通じる集荷能力の向上、第四は制度上の改善である。上記の課題について、今後更に研究を展開していく計画である。
