1.今年度の作業として,1890年の第1回より1924年の第15回までの総選挙及び,1990年の第39回総選挙について,立候補者の得票及び選挙区の有権者に関するデ-タの作成を行った.これを一昨年度の奨励研究「日本における中選挙区制と政党制の通時的比較分析」で作成した1928年〜86年の総選挙デ-タと結合させて,日本における全総選挙の立候補者・選挙区デ-タの作成を完了した.さらに,約980人にのぼる補欠選挙の当選者デ-タも新たに作成した.上記のデ-タを将来他の研究者に公開するため,デ-タを利用する際のマニュアルとして,「衆議院総選挙候補者選挙区統計1890ー1990」を発表した.2.百年間の全立候補者の当落情報及び補欠選挙当選者デ-タを利用して,代議士のキャリア分析を行い,その成果の一部を『読売新聞』1990.12.5に発表した.戦前では,再選された現職議員の構成比は低く,また,議員の在職期間も比較的短い.これは,戦前の代議士が再選のために立候補する比率が低いこと,また,再選を望む代議士が必ずしも再選されないことによる.対照的に,戦後,再選のための立候補比率は急上昇し,24回総選挙以降つねに90%以上である.再選を望む代議士の再選率も,徐々に高くなって現在は80%程度である.自民党一党優位政党制下の議院内閣制において,政権を構成する役割を担う代議士は姿は,戦前とは大きく変化した.3.本研究の成果をまとめるため,日本の政党政治を,(1)衆議院における制度化の進行と議会政党の発展,(2)選挙民の中の政党の発展,(3)選挙制度の変化とそれが政党の発展にもたらした影響,という三つの視座から分析した研究書を執筆中である.今年度中に,1890年代から1910年代までの部分について執筆が完了する.
