本研究では,まず第一に,1947年の第1回国会から1958年の第28回国会までの衆議院会議録,議員運営委員会会議録,衆議院公報を資料として,国会運営の実態の解明に努めるとともに,戦後導入された委員中心の国会運営が従来の本会議中心の国会運営とどのように異なり,また,政党・議員などの政治アクターがそれにどのように適応し,また,どのように制度を自分たちに合わせて変えようとしたかを考察した.国会は,まったく新しい政党政治の出発ではなく,戦前からの政党政治を受け継いでおり,戦前からの政党中心の議会運営の先例,慣行は維持された.たとえば,常任委員の会派別比例配分,議運と各派交渉会の役割分担である.他方で,GHQからのサジェスチョンなどにより,従来の政党政治とは合わない規定も国会法に数多く盛り込まれた.たとえば,党派的論争を前提としない自由討議,委員会中心のため本会議で法案趣旨説明がないこと,議案の発議は議員一人だけでもできたことなどである.初期国会運営および国会法の改正過程は,従来の政党政治の伝統と新しい国会制度との間の適応調整の結果の産物と捉えられる.専門分野別(省庁対応)委員会における分散型国会運営を,各党は院内総務型の議会対策によっては把握しきれなかったため,国会対策委員会を設けるようになった.また,第2次国会法改正で,本会議での趣旨説明の導入,委員会中間報告制度,委員会の審査期限などが新設された.第5次改正における議案の発議と修正に衆院20名参院10名の賛成を要する規定(予算関連では衆院50名,参院20名)の整備,第7次改正における会期延長制限などは,政党政治の文脈で捉えることができる.これらは,議員の立法活動に対する政党の統制力の弱さを国会法の改正によってカバーしようとしており,国会制度を通じて自社二大政党が政党間競争を展開していくための条件を整備したのである.
