実験による公共事業入札制度の検討という新しい試みを実施したが、具体的な成果と同時に将来の研究の基礎となるようなノウハウの蓄積に努めた。1.今年度の成果 (1)入札コストの有無が、入札行動に予想以上に大きな影響を与える事が分かった。工事費用の1%足らずの入札費用でも、落札見込みの小さい業者を排除する強い効果を持ち、一般競争入札のもとでも、入札者数は非常に限定されたものになった。従って、一般競争入札のもとでは、入札者数が無限定に増えてしまうという議論は、実験的に支持されない。(2)ダンピング(工事費用以下での入札)は非常に多くの条件下で観察され、これが発生しなかったのは、指名入札と談合と予定価格の組み合わせのもとだけであった。予定価格制度のない場合には、赤字受注が一般的であり、予定価格とダンピング排除規定がある場合でも、ダンピングすれすれのところで落札価格が決まる場合がほとんどであった。これらの実験結果は、公共工事が失業救済策としての性質をもつ傾向があること、にもかかわらず(それ故という方が、実は正確であるが)、赤字受注が一般的である事を示している。(3)談合それ自体は、落札価格を引き上げる効果を全くと言って良いほど持たなかった。利潤の再分配が可能な場合でも、効果がなかった。談合が効果を持ったのは、指名入札制度と結びついた場合だけであった。(4)予定価格オ-バ-で二度三度と再入札が行われる現象は、談合.指名入札.予定価格からなる制度に固有の現象である事が分かった。その何れを欠いても、この入札行動は発生しなかった。2.今後の課題 (1)工事費用の推定値は、業者毎に確定しており.費用をかけずにそれが一意的に分かるものとして実験を行った。しかしながら、工事費用の推定費用は、実際にはかなり大きく、しかも得られる工事費用の推定値も不確定である。この点を考慮に入れた実験が不可欠である。
