项目摘要

今年度は,ヴァイマル共和制初期における住宅問題と,それへの政策的対応の問題とを中心として研究が進められ,研究期問の前半期は,主として住宅問題に関連する一次史料の収集・整理が行われ,後半期にはそれをもとにして論文の執筆が行われた。それぞれの成果は,以下の通りである。(1)史料収集と整理:今年度において重点的に収集した史料は,次の3つのグル-プに分類できる。第1は,住宅問題の現状や政策的対応の効果や問題点などについて住宅改革運動の立場から理論的および実証的に考察を加えることを目的とする雑誌『住宅制度誌』。第2は,家屋土地所有者の利益団体の機関誌である『ドイツ家屋所有者新聞』,『土地所有』,『ケルン通信』。第3は,内簡官房を中心とした政策立案,調整,決定過程をめぐる政府内部史料(ドイツ国立文書館の未公刊アルヒ-フ史料)。以上の一次史料の入手と,その整理に努めた。(2)論文執筆:今年度は,ヴァイマル初期における社会的住宅建設の端緒的開始について研究を進めた。社会的住宅建設は1924年以降に本格的に開始されるのであるが,それに先行するインフレ期においてその政策的理念と,その実現のための具体的政策手段とが構想され実施された。それは1921年6月に導入された住宅建設税を財源とする住宅建設の公的助成政策の体系として具測化された.論文では,この住宅建設税の導入過程を詳細に跡づけ、その中でどのように社会国家的理念が具体化されたか,またそれがどのような社会的諸利書の抵抗関係のるがで実現されたかを明らかにした。さらに,その導入以後において収められた成果と問題点を考察し,インフレ期において社会国家的な住宅政策を実行する際に直面した限界をも解明した。それによって,24年以後の展開を考察するための視座を獲得することができた。
