项目摘要

(1)限定的に1990年度の研究の成果だけに言及するならば、トマス・ペインの公信用論に焦点は絞られた。『コモン・センス』や『人間の権利』に顔を覗かせるペインの公債論は、フランスのムロンの説明を借用したような、重商主義的な色彩が大変色濃く現れている。スミスとともに安価な政府の代表的な主張者と財政学説史上では位置づけられているペインではあるが、公債論の領域では、公債の弊害を過少評価し、むしろ積極的にその「生産」的な性格を強調することにより、スミスとは好対照をなしていることを指摘した。(2)しかしペインの公債擁護論ないし活用論はアメリカでの政策的提言との関わりで主張されている場合が多く、イギリスの場合においてはむしろ公信用の肥大化情況を、自動的崩壊論ともいうべき立場に立って悲観的に評価している。『イギリス財政制度の衰退と崩壊』(1796年)では、公債の経済的な役割にはふれることなく、公信用制度の危機的状態を暴露し、財政改革から政治改革への発展を予言している。こうした公債の評価の差が生じる脊景として、イギリスとアメリカ経済の発展段階の違いや、政治的・社会的・経済的背景の差を、ペインが認識していることを指摘した。(3)両国の政治的条件の差の指摘は、ともに財政改革のスロ-ガンや課題である「安価な政府」と「福祉国家」の区別と関連を示唆する。人間発達のための福祉的経費の増大を計りつつ安価な政府を実現することがペインの財政改革論の心髄であるが、規制の対象としての政府には「安価な政府」、活用の対象としての政府には「福祉国家」が適用される。これは、政府の担い手の区別であり、したがって公債の管理主体の区別の重要性の指摘でもある。こうした領域まで視野に含んでいるという、ペインの公債論の現代的な性格を指摘した。
