1.地方財政モデルの再推定(1)時系列デ-タの収集昭和60年度から63年度まで地方財政関連の時系列デ-タの収集およびパソコン入力を行った。(2)地方財政モデルの構築上記の時系列デ-タを用いて地方財政モデルを再推定し、モデルの現実妥当性を明らかにした。2.諸外国の現状調査 西側主要国の近年の地方財政調整制度を調査し、特にイギリスのレイト交付金制度の廃止等にみられる財源保障を弱める傾向を観察し、日本の現状を考慮する際に参考になる観点を得た。3.日本における地方財政調整制度変更のシミュレ-ションとその効果測定(1)クロスセクション・デ-タの収集都道府県別クロスセクション・デ-タを昭和63年度まで収集し、パソコンに入力した。(2)制度変更のシミュレ-ション国から地方への移転を変化させたときのミクロ的財源配分効果をシミュレ-ションにより求め、日本の現状が小規模な地方団体をかなり重視しているとの結論を得た。また、国から地方への移転総額が地方団体間の不平等度に大きく影響することが明かとなった。また、日本において固定資産税を強化し住民税の個人分を減税した際の財源再配分効果を試算した。
